Please check:

The XML file with your License Key is placed into the Bin folder of your web application. The main assembly file APNSoftControls.dll is also located in the Bin folder.
Be sure the main dll (APNSoftControls.dll) is not registered in the GAC. If it is registered, remove it from GAC.
